Page 549, after line 24, insert:

"Out of this appropriation, $1,000,000 is provided in the first year in nongeneral fund appropriation to support the establishment of a Uniform Utility Assistance Fund (the Fund). The Commission shall establish rules and regulations to establish the Fund which shall be capitalized by all regulated utility customers in Virginia.  The SCC shall make recommendations for a utility assistance fee to support the Fund no later than November 30, 2026. Such recommendations shall include provisions for how an automatic deposit of funding of $1,000,000 can be provided to the Fund in the event Virginia loses 10% or more of annual funding to the Low Income Home Energy Assistance Program (LIHEAP)."

Explanation

(This amendment provides $1.1 million the first year in nongeneral fund appropriation and language directing the State Corporation Commission to establish a Uniform Utility Assistance Fund.)
