"E. Out of this appropriation, $500,000 the first year and $500,000 the second year from the general fund is provided to develop and implement a program offering comprehensive test preparation, professional licensure preparation, and workforce credentialing at no cost to prospective employees. The program shall be administered in collaboration with or under the direction of Virginia Works, in coordination with local workforce development boards and other relevant stakeholders, to support career access and advancement opportunities aligned with the Commonwealth's workforce priorities. The program shall support credentialing and licensure preparation for high-demand and high-growth industries identified by Virginia Works, including but not limited to skilled trades, healthcare, information technology, and other priority sectors. Virginia Works shall ensure the program is accessible statewide and aligned with regional workforce needs. In establishing the program, Virginia Works may consider, among other factors, whether such services can be provided in an integrated and scalable manner by a single, qualified vendor with demonstrated expertise in test preparation, professional licensure preparation, and workforce credentialing."

(This amendment provides $500,000 in each year of the biennium from the general fund for the Department of Workforce Development and Advancement to develop and implement a program offering comprehensive test preparation, professional licensure preparation, and workforce credentialing at no cost to prospective employees.)
