"Y. Out of this appropriation, $1,250,000 the first year and $1,250,000 the second year from the general fund is provided for the Department of Social Services to contract with the Virginia Children's Partnership (VCP). The contract with VCP shall require that the general fund moneys be leveraged with gifts, grants, and other resources, whether public or private, and shall be used to improve and transform Virginia's child welfare system through innovative service delivery models with particular focus on achieving positive outcomes for children and families who engage with various aspects of the child welfare system. VCP, in coordination with the Department of Social Services, local departments of social services, the Family and Children's Trust Fund, the Commission on Youth, and other appropriate organizations, is encouraged to undertake initiatives to improve Virginia's child welfare system. VCP shall submit an audit and report on their expenditures, initiatives, and results to the Governor, the Secretary of Health and Human Resources, the Chairmen of the House Appropriations and the Senate Finance and Appropriations Committees, and the Commissioner of Social Services no later than November 1 of each year for the preceding fiscal year."
