"QQQQQ. Effective July 1, 2026, the Department of Medical Assistance Services shall amend the State Plan for Medical Assistance under Title XIX of the Social Security Act to extend Medicaid and Medicaid Children's Health Insurance Program (M-CHIP) coverage, pursuant to the Children's Health Insurance Program Reauthorization Act (CHIPRA) of 2009 to eligible immigrants under the age of 21. The department shall have authority to promulgate all emergency regulations to implement this amendment within 280 days or less of the enactment of this act."



Explanation

(This amendment provides $500,000 the first year and $3.4 million the second year from the general fund and a like amount of nongeneral funds each year to extend Medicaid coverage to eligible immigrants under the age of 21, pursuant to the federal CHIPRA of 2009 law, removing the prior 5-year waiting period. Over two-thirds of states adopted this option, significantly lowering uninsured rates for these children.)
