The Department of Medical Assistance Services (DMAS) shall amend the State Plan for Medical Assistance to achieve compliance with the federal Medicare Savings Plan Final rule related to streamlined eligibility to allow for prospective billing for home and community-based long-term services and supports for individuals required to spenddown resources in order to quality for Medicaid reimbursement, similar to nursing facility reimbursement for these individuals."



Explanation

(This amendment adds language directing the Department of Medical Assistance Services (DMAS) to allow prospective billing for home and community-based long-term care services for certain individuals who are required to spend down resources in order to be eligible for Medicaid reimbursed services. The current process requires the individual to incur the expense, have the provider bill, and submit the bill to the local department of social services to verify the incurred expense. This will reduce administrative barriers to access the services and reduce caseworker burdens.)
