"QQQQQ.  The Department of Medical Assistance Services (DMAS) shall conduct a study of the cost of  medications dispensed to Medicaid members through community pharmacies and propose a minimum reimbursement rate for medications dispensed to Medicaid members, including those enrolled in Fee-for-Service and managed care arrangements, that includes reimbursement for drug ingredient costs and a professional dispensing fee.  As part of the review, DMAS shall also consider changes to reimburse medications at cost plus the dispensing fee. The ingredient costs portion of a reimbursement fee should cover the cost to the pharmacy of purchasing the drug product from a wholesaler using the National Average Drug Acquisition Cost (NADAC); the Average Wholesale Price (AWP), defined as the average price at which wholesalers; or the Wholesale Acquisition Cost (WAC), defined as the as the manufacturer's price for a drug before any discounts, rebates, or other reductions are applied. The professional dispensing fee portion of a reimbursement fee should compensate pharmacies for operational costs associated with filling prescriptions, including labor, supplies, and administrative overhead. DMAS shall report on the proposed reimbursement rate or rates, the methodology for determining the amount or amounts proposed, and the potential fiscal impact of the proposed amount or amounts to the General Assembly no later than October 1, 2026."



Explanation

(This amendment provides funding and language directing the Department of Medical Assistance Services (DMAS) to study and propose a minimum reimbursement rate for medications dispensed to Medicaid members. This is a recommendation of the Joint Commission on Health Care.)
