"QQQQQ. The Department of Medical Assistance Services (DMAS) shall (i) identify the steps necessary for Virginia to effectively and efficiently transition to a prospective payment system (PPS) as required to fully adopt the Certified Community Behavioral Health Clinic (CCBHC) model, (ii) estimate any fiscal impact to the state and to Community Services Boards (CSBs), and (iii) report findings to the House Appropriations Committee, the Senate Finance and Appropriations Committee, and the Behavioral Health Commission by December 1, 2026. As part of this report, DMAS shall estimate a timeframe for (i) transitioning to PPS and examining the actions needed with respect to rate-setting; (ii) the approval process from the Centers for Medicare and Medicaid Services, (iii) modifying contracts with Medicaid managed care organization (MCO) contracts, (iv) updates to electronic health records and billing system system changes, and any other necessary changes. DMAS shall also identify ways to reduce the billing and reimbursement challenges that have been experienced by CSBs under the current Medicaid model."



Explanation

(This amendment adds language directing the Department of Medical Assistance Services (DMAS) to identify the steps necessary to transition Medicaid reimbursement for behavioral health services provided through the STEP-VA model to a prospective payment system (PPS) designed to support services provided through the Certified Community Behavioral Health Clinic (CCBHC) model. Language also requires DMAS to estimate the one-time and ongoing fiscal impact to the state and Community Services Boards of shifting to the PPS model. This is a recommendation of the Behavioral Health Commission.)
