Page 356, line 27, after "projections.", insert:

"The new Medicaid behavioral health services and rates may be implemented beginning six months prior to the expected date on which corresponding legacy services will have ended to ensure a smooth transition and reduce the risk that individuals will be without services.

Page 356, line 27, strike:

"No new Medicaid behavioral health services or rates shall be implemented until".

Page 356, line 28, strike, "corresponding legacy services have ended."

Page 356, line 29, strike, "January" and insert "July".

Page 356, line 34, after "process.", insert:

"The Department of Medical Assistance Services shall report to the Joint Subcommittee for Health and Human Resources Oversight and the Behavioral Health Commission on the status of the regulations, guidance documents, provider manuals, assessment tools, training materials and related materials including a timeline for completion of the above no later than November 1, 2026."



Explanation

(This amendment modifies language in the introduced budget which delays the implementation of redesigned Medicaid behavioral health services until January 1, 2027. Language directs the Department of Medical Assistance Services to implement the new behavioral health services and rates beginning six months prior to the expected date on which the legacy services they replace will have ended to ensure continuity of care. It also changes the implementation date of the new services from January 1, 2027 to July 1, 2027 and requires a status report to the Joint Subcommittee for Health and Human Resources Oversight and the Behavioral Health Commission by November 1, 2026.)
