"QQQQQ. Effective July 1, 2026, the Department of Medical Assistance Services shall design and implement a Caregiver Continuity Pilot program to permit consumer-directed personal care attendants to be compensated for active care coordination, transition planning and discharge preparation during short-term hospitalizations of the Medicaid enrollee for whom they work. The pilot shall designed to include appropriate criteria for eligibility, documentation requirements, limited reimbursement for documented coordination tasks, and other reasonable caps on expenditures and utilization. This pilot program shall not create an entitlement nor expand Medicaid benefits."

Explanation

(This amendment provides $275,000 from the general fund each year to implement a Caregiver Continuity Pilot program. The program would prevent disruption of care and foregone caregiver income when Medicaid recipients receiving consumer-directed personal care service experience short-term hospitalizations. The pilot program authorizes DMAS to design the program with appropriate and reasonable requirements.)
