"3. Effective July 1, 2026, the Department of Medical Assistance Services shall increase the rates for Group Home Residential, Group Day, Sponsored Residential, Supported Employment, Transition Services and Peer Mentor Services by three percent. The department shall have the authority to implement these changes prior to completion of any regulatory process undertaken in order to effect such change.

4. Effective January 1, 2027, the Department of Medical Assistance Services shall increase the rates for Group Home Residential, Group Day, Sponsored Residential, Supported Employment, Transition Services and Peer Mentor Services  by 4.6 percent. The department shall have the authority to implement these changes prior to completion of any regulatory process undertaken in order to effect such change."



Explanation

(This amendment adds $24.8 million from the general fund and $25.8 million from nongeneral funds the first year and $30.2 million from the general fund and $31.4 million from nongeneral funds the second year to increase the rates by 3% effective July 1, 2026 and 4.6% effective January 1, 2027 for Group Home Residential, Group Day, Sponsored Residential, Supported Employment, Transition Services and Peer Mentor Services provided through the Medicaid Developmental Disability (DD) Waiver programs, using the 2025 DD Waiver rate study. The rate study was conducted pursuant to the Permanent Injunction (Civil Action No. 3:12CV59-JAG), but rate increases for these two services provided through the DD Waiver programs were not included in the introduced budget.)
