Out of this appropriation, $29,790,264 the first year and $29,790,264 the second year from the general fund shall be provided to the Virginia Department of Health for the purposes of funding the Ryan White Part B program for HIV care services to persons living with HIV/AIDS. The department shall distribute this funding to Ryan White Part B subrecipients at the same level as grant year 2024 (April 1, 2023 to March 31, 2024)”



Explanation

(This amendment adds $29.8 million from the general fund each year to backfill the loss of funding for the Ryan White HIV/AIDS Program - Part B, which provides wraparound services for patients with HIV/AIDS. The program is administered by the Virginia Department of Health (VDH) and has experienced declining federal funding and rebates from pharmaceutical companies, both of which are expected to continue to decline. Language requires the VDH to distribute the program funds to subrecipients (non-federal organizations such as non-profits, universities, or local governments that receive federal grants from VDH) that receive a portion of a federal grant (a "subaward") from the VDH at the same level as was provided in grant year 2024.)
