"FF.1. Out of this appropriation $30,000,000 each year from the general fund is provided for the expansion, by GO Virginia region, of career and technical education programs in healthcare, skilled trades, information technology, advanced manufacturing, and other high demand job fields. Out of this amount, VCCS is authorized to expend reasonable amounts for ongoing operating costs such as staffing, equipment, and other start-up costs. Any balance remaining at the conclusion of the fiscal year will be carried forward to the subsequent fiscal year.

2. The Chancellor shall submit a plan to the chairs of the House Appropriations and the Senate Finance and Appropriations Committees that details how this appropriation will materially increase the number of qualified and credentialed Virginians at the Associate Degree level who meet the requirements of Virginia employers in high-demand fields. The plan will be organized by GO Virginia regions and include employer incentives and private investment. The plan shall be developed in consultation with relevant businesses, trade associations, the Virginia Economic Development Partnership, the Secretary of Commerce and Trade, the Secretary of Labor, the Secretary of Education, the State Council of Higher Education, and other relevant entities. The Chancellor shall submit the plan by November 1, 2026."



Explanation

(This amendment requests $30,000,000 each year from the general fund for the expansion of career and technical education programs, on a GO Virginia regional basis, to mitigate worker shortages in high demand fields. This funding is consistent with the October 2025 JLARC report which identified the need for increased funding for high-demand training programs which are often costlier and more resource intensive than traditional programs. The plan required by this amendment will ensure that the appropriation is used effectively.)
