"G. Out of this appropriation, $25,000,000 the first year from the general fund is provided for the Employee Child Care Assistance Program as provided in House Bill 18 to ensure that more eligible working families can access quality child care services for their children birth to age 5. This funding will maximize state dollars, add child care slots, and create stability for employees, employers and child care services across the various regions of the Commonwealth.  This program shall be administered by the Virginia Early Childhood Foundation for the purpose of providing matching funds in order to incentivize employers and other payors to contribute to the child care costs of their employees.

The Foundation shall, in consultation with the Early Childhood Care and Education Commission, establish guidelines for the pilot program. Guidelines shall require a state contribution of no less than 50 percent of the cost per slot. The employer shall contribute up to 25 percent of the cost per slot. Employees shall contribute no more than 5 percent of household income. Family income eligibility for this program shall be the same as provided for the Mixed Delivery Program. Flexibility shall be provided for securing other contributors to the cost of slots including but not limited to philanthropy, local government, military, and/or non-profit organizations.

Any unexpended funds at the end of each fiscal year shall not revert and be reappropriated for the same purpose in the next fiscal year until June 30, 2030."

(This amendment provides $25,000,000 the first year from the general fund to establish public-private cost-sharing pilots as provided in House Bill 18.)
