"43. LCI Hold Harmless

Out of this appropriation, $3,469,897 the first year and $3,468,296 the second year from the general fund is provided to hold harmless all school divisions that experienced an increase of .0400 or more at the beginning of both the 2024-26 and 2026-28 biennia.  For such school divisions, the 2024-26 local composite index shall be used to determine the state and local shares of direct aid funding."



Explanation

(This amendment provides $3.5 million in fiscal year 2027 and $3.5 million in fiscal year 2028 from the general fund to hold harmless four school divisions that have experienced two subsequent local composite index increases in excess of 4% over the last two rebenchmarking cycles. Through this hold harmless provision, these school divisions would receive funding based on their 2024-26 LCI in lieu of the 2026-28 LCI. The four impacted school divisions are Charles City, Mathews, Nelson, and Northampton Counties.)
