Page 132, after line 44, insert:

"O. 1. The Department of Education shall (i) select a full battery, group-administered, nationally norm-referenced aptitude test for students in grade two and support the administration of  such aptitude test in each local school division and (ii) develop and annually provide to each division gifted education coordinator training on the use of data resulting from such aptitude test to identify students for gifted, advanced, or accelerated programs according to best practices in the identification of gifted students.  Each school board shall make best efforts to establish procedures for identifying advanced and gifted students that are based on multiple criteria and are designed to help reduce barriers for students for whom accurate identification may be affected because they are economically disadvantaged, have limited English proficiency, or have a disability.

2. Out of this appropriation, $200,000 the first year and $200,000 the second year from the general fund is provided for the Department of Education to provide assistance acquiring this aptitude test to high-need school divisions."
