Page 105, strike lines 5 through 7, and insert:

"Q. Expect as provided in Item 102, paragraphs K., L., N., and O., the funds in the Low-Income Energy Efficiency Program Fund (020170) shall be spent on programs only as statutorily defined in §10.1-1330.C, Code of Virginia."



Explanation

(This amendment removes language authorizing the transfer of $35.0 million in interest earnings from the Low-Income Energy Efficiency Program Fund to a new disaster relief fund to offset any lost resources from the Federal Emergency Management Agency. The resources in the Low-Income Energy Efficiency Program Fund are used by the Department of Housing and Community Development to fund energy efficiency improvements in low-income housing projects and necessary improvements in individual homes for citizens to qualify for federal weatherization assistance. To date, DHCD has obligated $255.9 million to these purposes. New language added by this amendment disallows the use of any the funds in the Low-Income Energy Efficiency Program Fund by the General Assembly unless the project was in a previously authorized budget. A companion amendment to the Virginia Department of Emergency Management proposes the use of general funds for the new disaster relief program.)
