Explanation

(This amendment provides $13.1 million in each year of the biennium for rapid rehousing efforts and $2.7 million in each year of the biennium to Continuum of Care lead agencies to support their organizational capacity to serve the growing population of Virginians at risk of or experiencing homelessness. These additional funds are necessary to support Virginia's homeless response system and existing rapid rehousing programs that are at significant risk of defunding this year due to changes to the federal Continuum of Care program, which is the largest and most foundational source of funding for homeless services in the Commonwealth.)
