"Z. Out of this appropriation, $500,000 in the second year from the general fund is provided to the Peninsula Community Development Corporation and the Hampton Roads Community Action Program to jointly support housing rehabilitation, infill construction, and community revitalization projects serving low- to moderate-income households in the Hampton Roads region. Funds shall be used to catalyze the preservation and development of affordable housing, leverage additional public and private capital, and expand access to safe, quality housing for economically vulnerable residents. The Department of Housing and Community Development shall administer this appropriation and ensure compliance with applicable state program and reporting requirements."
