Out of the amounts included in this item, amounts estimated at $100,000 the first year and $100,000 the second year from the general fund is available for transfer to state agencies and institutions of higher education to effectuate the provisions of House Bill 617 which designate carpal tunnel syndrome and other repetitive motion injuries as an injury by accident under the Workers Compensation Act."
