(This amendment adds $120.0 million the first year and $130.0 million the second year from the general fund and eliminates a like amount of nongeneral fund from the Virginia Health Care Fund to offset Medicaid expenses. The additional revenue to the Virginia Health Care Fund was assumed in the introduced budget from an increase of $0.30 cents per pack of 20 cigarettes sold, doubling the rates of the tobacco products tax imposed under § 58.1-1021.02 of the Code of Virginia, and a tobacco tax on liquid nicotine.)
