"43. Enrollment Loss

Out of this appropriation, $3,900,000 the first year and $4,000,000 the second year from the general fund is provided for an additional state payment in each year equal to the state share per pupil of Basic Aid for each locality, for a percentage of the enrollment loss (as determined below) between March ADM and the subsequent September ADM.

(This amendment provides $3.9 million the first year and $4.2 million the second year from the general fund. These funds provide relief to school divisions experiencing unexpected enrollment loss between the March ADM count and the September ADM count in the next school year. This would address enrollment losses that occur over the summer after school board budgets have been adopted and teaching contracts have been issued. Similar enrollment loss payments were included in the Appropriation Act until the 2010-12 biennium, however, those were based on enrollment losses in March ADM between two subsequent school years. After the application of the Enrollment Loss in this amendment, the No Loss payments proposed in the introduced budget would be reduced by $2.4 million in the first year and $2.0 million in the second year)
