"B. The Secretaries of Finance and Administration shall convene a workgroup to study collective bargaining for state public sectors employees. The workgroup shall consist of subject matter experts from legal, human resource, labor, and higher education entities. The workgroup shall research policies and public costs in other states and evaluate the implementation of collective bargaining policies for state public sector employees in Virginia. The workgroup shall submit a report on its findings and recommendations to the Governor, Chairs of House Committee on Appropriations and Committee of Labor and Commerce and the Chairs of the Senate Committee on Commerce and Labor and Committee on Finance and Appropriations by November 1, 2020."
