Page 85, after line 16, insert:

"Included in the amounts for this item is $250,000 the first year and $250,000 the second year from the general fund for the Department to establish the Virginia Agriculture Surplus System (VASS) in partnership with the Federation of Virginia Food Banks. The Department shall provide VASS funds to the Federation of Virginia Food Banks to defray costs associated with harvesting, processing, packaging, and transporting surplus agriculture products in order to donate said items to Virginia's charitable foods system. Only Virginia-based growers and producers shall be eligible to receive VASS funding."

Explanation

(This amendment provides $250,000 from the general fund each year to establish the Virginia Agriculture Surplus system, which would defray costs associated with donating surplus agriculture products to Virginia's charitable foods system.)
