Explanation

(This amendment provides $100,000 each year from the general fund for data collection and reporting activities at DCJS, consistent with the provisions of House Bill 816. The bill requires the the Departmen to create uniform reporting mechanisms for appropriate criminal justice agencies in every locality to collect data relating to criminal defendants, alleged criminal offenses, bail determinations, and sentencing in criminal cases in the Commonwealth. The bill provides that collected data shall be disaggregated by locality and by individual, and that in order to maintain anonymity of the individual, localities shall use a unique identifier to identify each individual. The bill sets out the minimum data the Department is required to collect. The bill requires the Department to submit an annual report on the data collected to the Governor and the General Assembly on or before December 31 and requires that the annual report be posted on the General Assembly's and the Department's website. This is a placeholder amendment until a final fiscal impact for the bill can be determined.)
