"I. The Department of Environmental Quality, with assistance from the Virginia Coastal Policy Center with the William and Mary Law School, is directed to review existing state water regulations to determine their effectiveness. The regulatory review shall include: (1) the continued need for the regulation; (2) the effectiveness of the regulation; (3) the extent to which the regulation overlaps, duplicates, or conflicts with other regulations; (4) evaluation of the regulation based upon factors that have changed or changing that would affect the regulation; and, (5) the impact these regulations are having on commercial and business development. The review should include regulations administered by the following agencies: Department of Environmental Quality, Department of Conservation and Recreation, Virginia Marine Resources Commission, and the Virginia Department of Health. The Department shall report the results of its study to the General Assembly by December 1, 2021."



Explanation

(This amendment provides $250,000 each year for the Department to conduct a review of state water regulations and report its findings to the General Assembly.)
