Page 169, strike lines 35 through 43, and insert:

"2) It is the intent that the instructional and support position salaries are increased in school divisions throughout the state by at least an average of 3.0 percent during the 2020-2022 biennium. Sufficient funds are appropriated in this act to finance, on a statewide basis, the state share of a 3.0 percent salary increase for funded SOQ instructional and support positions, effective July 1, 2021, to school divisions that certify to the Department of Education that these funds have been used solely to provide salary increases during the 2020-2022 biennium, either in the first year or in the second year or through a combination of the two years, to instructional and support personnel.  School boards shall be provided flexibility in the deployment of these funds to provide salary increases of a minimum average less than 3.0 percent, provided that the entire amount appropriated to the school board is allocated to salary increases for instructional personnel."




Explanation

(This amendment amends the Governor's proposed 3.0% compensation adjustment for instructional and support personnel to remove the requirement for school boards to provide an average 3.0% increase to instructional and support personnel, permitting school divisions to allocate the compensation supplement funds to both SOQ-recognized and non SOQ-recognized positions. The compensation increase in the introduced budget only allocates funds based on SOQ-recognized positions, while requiring school divisions to provide 3.0 % increases to both SOQ-recognized and non SOQ-recognized positions.)
