a.1) Out of this appropriation, $217,010,517 from the general fund and $655,842 from the Lottery Proceeds Fund are provided in the first year and $434,021,034 from the general fund and $1,311,684 from the Lottery Proceeds Fund are provided in the second year are provided for the state share of payments equivalent to two 4.5 percent salary incentive increases, the first to be effective July 1, 2020, and the second to be effective July 1, 2021, for funded SOQ instructional and support positions. Funded SOQ instructional positions shall include the teacher, school counselor, librarian, instructional aide, principal, and assistant principal positions funded through the SOQ staffing standards for each school division in the biennium. This amount includes $940,712 the first year and $1,881,424 the second year from the general fund referenced in paragraph C. 27. h. for the Academic Year Governor's Schools for the state share of payments equivalent to two 4.5 percent salary incentive increases, the first to be effective July 1, 2020, and the second to be effective July 1, 2021, for instructional and support positions, and this amount includes $655,842 the first year and $1,311,684 the second year from the Lottery Proceeds Fund referenced in paragraph C. 9. f. 4) for Regional Alternative Education Programs for two 4.5 percent salary incentive increases, the first to be effective July 1, 2020, and the second to be effective July 1, 2021, for instructional and support positions.

2) It is the intent that the instructional and support position salaries are increased in school divisions throughout the state by at least an average of 4.5 percent during each year of the 2020-2022 biennium. Sufficient funds are appropriated in this act to finance, on a statewide basis, the state share of two 4.5 percent salary increases for funded SOQ instructional and support positions, the first to be effective July 1, 2020, and the second to be effective July 1, 2021, to school divisions that certify to the Department of Education that two salary increases of a minimum average of 4.5 percent have been or will have been provided during the 2020-2022 biennium, either in the first year or in the second year or through a combination of the two years, to instructional and support personnel."



Explanation

(This amendment provides a total of $217.0 million the first year and $289.4 million the second year from the general and nongeneral fund for two 4.5 percent increases for instructional and support personnel, each increase becoming effective July 1 of each year. Participating school divisions would be required to provide the increases at any time throughout the biennium.

These increases represent the first two 4.5 percent increases necessary for the prevailing teacher salary in Virginia to reach the national average teacher salary in fiscal year 2025.)
