Explanation

(This amendment provides $551.3 million the first year and $492.1 million the second year from the general fund to implement the Standards of Quality as prescribed by the Board of Education in October 2019, and embodied in House Bill 1316. The introduced budget includes proposals for $60.7 million the first year and $118.8 million the second year from the general fund to increase the number of school counselors and English learner teachers and to amend the At-Risk Add-On, which in part are also included in House Bill 1316. This amendment is net of such proposals.)
