"KK.  To address the lack of opportunity for African-American collegiate baseball players, $100,000 the first year and $100,000 the second year from the general fund shall be provided to Metropolitan Junior Baseball League, Inc. and be used to support a program to identify the best African-American youth baseball players in the state of Virginia and provide preparatory assistance to these youth on both an educational and baseball specific skills."



Explanation

(This amendment provides $100,000 each year from the general fund to support a program to identify the best African-American youth baseball players in the state of Virginia and provide preparatory assistance to these youth on both an educational and baseball specific skills. The youth identified through the program will be provided on a data sheet given to the public universities in the Commonwealth. Additionally, a national search will be conducted of the top African-American baseball coaches and these names will be provided to the Athletic Directors of the Commonwealth's public universities. A racial equity seminar will be offered to the Athletic Directors and baseball coaches to emphasize the goals and objectives of this program.)
