Page 558, after line 23, insert:


1. No funding appropriated in this Act shall be released for use by the Department of Rail and Public Transportation or any grantee thereof after July 1, 2017 unless legislation establishing the Washington Metrorail Safety Commission Interstate Compact has been adopted by the 2017 Session of the General Assembly and signed by the Governor and such legislation includes enactment clauses containing the following provisions:  (i) language included in Section 66 of Chapter 771, 2009 Acts of Assembly; and (ii) language requiring the Cities of Alexandria, Fairfax and Falls Church and the counties of Arlington, Fairfax and Loudoun to create Metrorail Service Districts in the areas surrounding their Metrorail stations, which shall be designed to generate a dedicated funding source for the ongoing operational, maintenance and capital costs of providing Metrorail service."


(This amendment makes all funding for the Department of Rail and Public Transportation contingent upon passage of Virginia legislation establishing the WMATA Safety Commission Interstate Compact includes enactment clauses requiring Virginia jurisdictions with metrorail stations to adopt Metrorail Service Districts in the areas surrounding their stations designed to be dedicated funding sources for operations, maintenance and capital improvements, and an enactment clause mirroring Section 66 Chapter 771 of the 2009 Acts of Assembly, relating to project labor agreements.)
