Explanation

(This amendment provides an appropriation to the Corrections Special Reserve Fund to reflect the estimated impact on utilization of beds in the Commonwealth’s Adult Correctional Centers resulting in changes in criminal sentencing pursuant to House Bill 1522, which provides that a defendant in a capital case with severe mental illness as defined in the bill is not eligible for the death penalty.)
