"M. Out of this appropriation, $5,000,000 from the Temporary Assistance to Needy Families (TANF) block grant the second year shall be provided for competitive grants for local community employment and training programs designed to assist TANF recipients in obtaining and retaining competitive employment with career paths which would enable them to successfully move out of poverty. The Department of Social Services shall award grants to qualifying local programs through a memorandum of understanding with measurable outcomes that include reducing dependence on the TANF program, obtaining and retaining employment with the prospect of a career path and wage growth to permanently move individuals out of poverty. The Department of Social Services shall report on the implementation of the grant program by June 30, 2018."



Explanation

(This amendment provides $5.0 million in fiscal year 2018 from federal Temporary Assistance for Needy Families (TANF) block grant for local community employment and training programs for TANF recipients to help move them out of poverty on a permanent basis. Language requires the Department of Social Services to condition grants on the measurement of outcomes that reduce TANF dependence and help recipients to obtain and retain employment that will help move them out of poverty on a permanent basis. The department is required to report on the grant program by the end of fiscal year 2018.)
