Out of this appropriation, $10,000,000 from the Temporary Assistance to Needy Families (TANF) block grant the second year shall be provided for competitive grants for local community wealth building programs designed to move low-income individuals out of poverty through education and job training, housing and transportation resources, mentoring and prisoner re-entry, child care and early education and other programs designed to break the cycle of poverty. The Department of Social Services shall award grants to qualifying local programs (up to $2 million per locality maximum) through a memorandum of understanding which articulated how the program targets improvement in poverty over a 3-5 year period and fits in with long term community goals for reducing poverty. Grants shall require local matching funds of at least a 25%, including in-kind services. Localities shall report on annual program metrics as agreed upon with the Department of Social Services, including the number of individuals served."



Explanation

(This amendment provides up to $10 million in fiscal year 2018 from federal Temporary Assistance for Needy Families (TANF) block grant for local community wealth building programs. Eligible local community wealth building programs are designed to target intractable long-term pockets of poverty through combined education and job training, housing and transportation resources, mentoring and prisoner re-entry, childcare and early education and other programs that break the cycle of poverty. A partnership with local anti-poverty programs fits perfectly into the mission of the federal TANF program. Funds will be allocated to qualifying local programs ($2 million per locality maximum) through a memorandum of understanding with the state Department of Social Services along with the appropriate local match requirement of at least a 25% match, including in-kind services. Localities will be expected to articulate year-by-year program metrics and people served, and explain how 3-5 year improvement targets connect with longer-run community goals.)
