Explanation

(This amendment directs the Compensation Board to exempt the twentieth and thirty-first judicial circuits from its calculation of excess fees collected by the clerks of the circuit court in the second year. Under this item, the Commonwealth is entitled to two-thirds of the excess fees collected by clerks of the circuit court as required to be reported under § 17.1-283, while localities are entitled to one-third. This amendment would allow the localities of the twentieth and thirty-first judicial circuits to keep two-thirds of excess fees, while return one-third of excess fee collections to the Commonwealth.)
