Page 155, after line 53, insert:

"6.i.) Further, an Academic-Year Governor's School Program Task Force shall be established to develop and recommend legislation to provide a new funding language and a per pupil funding formula or formulas and provides the following: a.) equitable distribution of the state share per pupil tuition payments for all Governor's School related programs and provides additional per pupil funding to support the additional costs associated with the operation of a full-day Academic-Year Governor's School high school diploma program for grades nine through twelve as compared to shared-day or part-day Academic-Year Governor's School programs; b.) removal of the funding cap on student enrollment for all Academic-Year Governor's School programs; c.) incorporation of an additional per pupil amount to support cost of competing (COCA) for students attending an Academic-Year Governor's School program in the Northern Virginia Planning District Eight; d.) provides funding language that triggers automatic increases in the base per pupil funding for Academic-Year Governor's School programs that is tied to any statewide increases in per pupil SOQ Basic Aid payments; e.) a requirement for all Governor's Schools to annually report the state and local share of operational expenses for each program to the Virginia Department of Education; f.) a detailed rationale for any additional appropriation requests in excess of the state share funding allocation designated for Academic-Year Governor's Schools in fiscal year 2018.  The current Academic-Year Governor's School funding program length modifiers of one, five-sixths, and one-half may or may not be a part of the recommended formula.  

ii.) The Task Force membership will include two representatives from the Virginia Department of Education, three Academic-Year Governor's School directors or their designees (must include at least one director from a full-day program and one from a shared-day or part-day program) and four individuals selected by the Friends of Virginia's Governor's Schools.  The Virginia Department of Education will provide the Task Force with necessary administrative support resources and data and meeting space if needed.  

iii.) A final report of recommendations from the Academic-Year Governor's School Task Force shall be submitted to the Chairmen of House Appropriations and Senate Finance Committees, Secretary of Education, Virginia Department of Education and the chair of the Friends of Virginia Governor's Schools no later than September 8, 2017."



Explanation

(This language amendment establishes a Task Force that will develop and make legislative recommendations for new funding language and per pupil funding formula that will be predicated on six specific objectives. The Task Force membership will include two representatives from the Virginia Department of Education, three Academic-Year Governor's School directors or their designees (at least one director from a full-day program and one from a shared-day or part-day program) and four people who will be selected by the Friends of Virginia's Governor's Schools. A final report is due to be submitted by September 8, 2017, to Chairmen of House Appropriations and Senate Finance Committees, Secretary of Education, Virginia Department of Education and the chair of the Friends of Virginia Governor's Schools.)
