Explanation

(This amendment provides $2.0 million the second year from the general fund for the Teacher Residency Program grants in addition to the $1.0 million added in the introduced budget. The grant funds may be used for partnerships between university master's degree residency programs and school divisions. VCU and ODU currently have successfull partnerships, but need additional funding to retain and expand their respective programs. These residency programs provide new teachers the tools and training they need to succeed in challenging urban school environments. Further, the additional funding may be provided to other universities to place master's level-trained teachers in challenged school divisions as well as for administrative and professional support and training costs, plus stipends for master's degree students.)
