"E. The Secretary of Education and the Secretary of Finance, in consultation with the Chairmen of the House Appropriations, Senate Finance, House Education, and Senate Education and Health Committees, shall develop a plan for the full funding of the following three recommendations that are reflected in the Board of Education's November 17, 2016, Standards of Quality, where those standards coincide with prevailing local practices: 1) require one full-time principal in every elementary school;  2) require one full-time assistant principal for every 400 students in kindergarten though grade twelve average daily membership, and; 3) eliminate the support position funding cap.  Such a plan will be based on the 2016 Annual Report on the Condition and Needs of Public Schools in Virginia and will include a schedule for reaching full funding levels for these three recommendations by fiscal year 2022 and will provide for gradual increases in funding levels in the intervening fiscal years.  The plan shall be submitted to the General Assembly prior to the beginning of the 2018 General Assembly session along with the plan's first installment in the proposed budget bill for the 2018-2020 biennium."



Explanation

(This language amendment directs the Secretaries of Education and Finance to develop an implementation and funding plan for certain recommendations included in the Board of Education's Summary of Recommendations that are included in the 2016 Annual Report on the Conditions and Needs of Public Schools in Virginia, dated November 17, 2016. The estimated total cost for these three recommendations equals $417.8 million in fiscal year 2018. These relevant recommendations reflected in the Summary of Recommendations in the Board of Education’s report, 2016 Annual Report on the Conditions and Needs of Public Schools in Virginia, dated November 17, 2016, are listed below for reference along with the estimated state’s share of costs in fiscal year 2018: i) Require one full-time principal in every elementary school, $6.8 million; ii) Require one full-time assistant principal for every 400 students in grades K-12, $71.4 million, and; iii) Eliminate the support positions funding cap, $339.6 million. School divisions that currently not meeting these proposed SOQ changes will have to increase their funding to pay for the local matches.)
