Page 353, following line 40, insert:

"I.1. Notwithstanding the provisions of  § 18.2-308.014 of the Code of Virginia, any valid concealed handgun or concealed weapon permit or license issued by another state that as of November 1, 2015, was recognized by the Commonwealth as authorizing the holder of such permit or license to carry a concealed handgun in the Commonwealth shall continue to be recognized, regardless of when the license or permit is issued.

2. Within 30 days of the enactment of this Act, the Superintendent of the Virginia Department of State Police shall contact each state with which Virginia had reciprocity as of November 1, 2015, in order to determine the status of reciprocity with that state.  If reciprocity has been lost with any state, the Superintendent shall undertake efforts to reestablish reciprocity with that state.  Within 60 days of enactment of this Act, the Superintendent shall report to the Clerks of the House of Delegates and the Senate of Virginia on the status of reciprocity with all other states, and thereafter shall report every 30 days until all reciprocity relationships existing as of November 1, 2015, have been restored."



Explanation

(This amendment directs that concealed handgun permits issued by other states that were recognized by the Commonwealth as of November 1, 2015, continue to be recognized, and that State Police take steps to reestablish reciprocity with any states for which Virginia has lost reciprocity since November 1, 2015.)
