Page 276, after line 54, insert:

"K.  The Department of Medical Assistance Services, in collaboration  with the departments of Behavioral Health and Developmental Services, Aging and Rehabilitative Services and Health, shall develop a work group with community stakeholders to create a five-year strategic plan for delivering comprehensive brain injury services.  The department shall report progress annually on achievement of measurable objectives, including, but not limited to:  (1) improving data capture of annual incidence of brain injury as defined in the Code of Virginia, (2) analysis of in-state and out-of-state  health care utilization and expenditure data of Virginians with brain injury,  (3) projections of need and costs of a comprehensive array of brain injury services within Virginia, including a publicly funded in-state neurobehavioral treatment program and a brain injury home and community-based waiver for persons with brain injury, and (4) the design and implementation of  a pilot project to repatriate Virginians receiving care out of state. The first report will be due to chairmen of Senate Finance and House Appropriations by November 30, 2016 and continue each year thereafter."

(This amendment requires the Department of Medical Assistance to develop a comprehensive plan for brain injury services.)
