Explanation

(This amendment continues the Resource Mothers program within the Department of Health. State funding was eliminated for this program in FY 2016 based on an assumption that the program would qualify for a federal grant. However, the program still does not meet the requirements and other funding is necessary to continue the program. This amendment uses Temporary Assistance to Needy Families (TANF) block grant funds to continue the program. Resource Mothers is a home visitation program that provides mentors to pregnant teenagers to encourage prenatal care, health education, child safety and development information, and family planning education in an effort to reduce infant mortality and improve birth outcomes.)
