Explanation

(This amendment provides funds to initiate and support efforts to attract, train, and retain quality teachers in hard-to-staff schools. The competitive grant program combines improving professional development with performance-based teacher and principal compensation systems in high-need schools. The Fund is modeled after the competitive federal Teacher Improvement Fund established in 2006 that has been used to incentivize teacher development and compensation changes in many school systems around the country.)
