Page 103, after line 23, insert:

"D. a.Out of this appropriation, up to $2.5 million in the second year shall be used to develop an advanced analytical model to measure student growth in schools. Such model shall be incorporated in the Department of Education's school accreditation process and School Performance Report Card wherever student growth is utilized as a metric. It is the intent of the General Assembly that the model adopted by the Department utilizes existing assessments and any future assessments that are suitable for measuring growth. At a minimum, the model shall:

1. Recognize the growth of all tested students, even those who have missing assessment data;

2. Include all available prior standardized assessment data that meet inclusion criteria across grades, subjects, state and local assessments;

3. Demonstrate prior success with Virginia Standards of Learning assessments;

4. Use, wherever possible, a multiyear average of students' growth to ensure reliable aggregation of growth;

5. Use the measures of uncertainty, or standard error, when determining performance levels for schools;

6. Allow for the disaggregation of student growth results; and

7. Provide individual student projections to the probability of reaching performance levels on future assessments.

b. The Department of Education shall provide Web-based electronic student growth and projection reporting based on the adopted state model to educators at the school, division, and state levels. Role-based permissions shall allow educators to access information about the performance of the students within their immediate responsibility in accordance with Commonwealth data privacy laws.

c. The Department of Education shall implement the analytical model and present preliminary results based on any suitable assessments to the House Appropriations and Senate Finance Committees by December 15, 2016.

d. It is anticipated that the algebra readiness assessment currently given could be eliminated beginning in FY 2019".



Explanation

(This amendment directs $2.5 million in the second year to develop an analytical model to measure student growth in schools, building upon the FY 2016 pilot proposed in the budget as introduced. The additional expenditure would be offset by a reduction in costs due to the elimination of additional SOL tests in FY 2018. In addition it is anticipated that the algebra readiness assessment currently given, with an annual cost of approximately $600,000, could be eliminated beginning in FY 2019.".
