"T. Out of the appropriation for this Item, amounts estimated at $40,112 the first year, and $284,750 the second year from the general fund shall be transferred to applicable state agencies and institutions of higher education to support costs associated with raising the Virginia minimum wage to levels specified in SB 88 (2016). ".
Explanation
(This amendment provides $476,945 and five positions each year from the general fund to increase the minimum wage from its current federally mandated level of $7.25 per hour, to $8.00 per hour effective July 1, 2016, to $9.00 per hour effective July 1, 2017, and to $10.10 per hour effective July 1, 2018, unless a higher minimum wage is required by the federal Fair Labor Standards Act (FLSA). The measure does not provide that the Virginia minimum wage applies to persons whose employment is covered by the FLSA. The measure also provides that the cash wage paid to a tipped employee shall not be less than 50 percent of the minimum wage and that the tip credit shall equal the difference between the cash wage required to be paid to a tipped employee and the minimum wage. This budget amendment is consistent with requirements specified in SB 88 (2016), which is similar to SB 129 (2016).)
