Page 10, after line 23 insert:

"S.1. The Chairmen of the House Appropriations and Senate Finance Committees shall each appoint up to five members from their respective committees to a Joint Subcommittee to provide recommendations for reforming the Standards of Quality. The goals and objectives of the Joint Subcommittee will be to consider increasing accountability, flexibility, innovation, financial stability, and clarification of the state's role and policy relating to providing high-quality educational opportunities for all of Virginia's children.  As part of its work, the joint Subcommittee shall focus on how other states pay for public education, specifically those states using a foundation program with add-ons for English as a Second Language, special education, economically-disadvantage at-risk children, and gifted children.  The Subcommittee shall also focus on the respective funding responsibilities of state and local governments to pay for public education.

2. The staff of the elementary and secondary Education subcommittees for the House Appropriations and Senate Finance Committees and the Department of Education will help with facilitating the scope of work to be completed by the Joint Subcommittee.   Other stakeholders, such as those from local school divisions, local governments, education associations, businesses, and other public bodies may provide additional information if requested.

3. A report of any preliminary findings and recommendations shall be submitted to the Chairmen of House Appropriations and Senate Finance Committees by November 1, 2016.  A final report shall be submitted by November 1, 2017.".
