The Virginia Departments of Education, Health, and Agriculture and Consumer Services shall develop a plan for the transfer of the Summer Food Services Program and the Child and Adult Care Feeding Program from the Virginia Department of Health, and the Fresh Fruit and Vegetable Program, National School Lunch Program, School Breakfast Program, and Special Milk Program from the Virginia Department of Education to the Virginia Department of Agriculture and Consumer Services in an effort to house feeding programs under one agency, and shall submit such plan to the Governor for approval. Upon approval of such plan by the Governor, the Director, Department of Planning and Budget, is authorized to transfer funds and positions between the three affected agencies to support necessary changes in organization or responsibility resulting from the transfer of these programs.
