A. Notwithstanding §§ 2.2-2100 and 2.2-2684, Code of Virginia, or any other conflicting provision of law, the Council on Virginia's Future is hereby treated as a stand-alone agency in the executive branch for purposes of providing financial support in the Appropriation Act.
B. Notwithstanding § 2.2-2685, Code of Virginia, funding for the compensation and expenses of the members of the Council on Virginia's Future are appropriated in this Item.
C. Out of this appropriation, $150,000 the first year and $150,000 the second year from the general fund is provided to contract for population projections, notwithstanding the provisions of § 60.2-113, Code of Virginia.
