Explanation
(This amendment is intended to end what had, in 2003, been considered a short-term practice of capturing funds collected from organizations conducting charitable gaming under a charitable gaming permit to the general fund. Over the last 13 years, the appropriations for the regulation of charitable gaming have seen a significant reduction from $2,685,186 to $1,282,067. At the same time, the General Assembly authorized electronic pull-tab devices and network bingo, which are complex systems and have complex licensing requirements for those companies that provide such systems in Virginia. In addition, any money flowing through these complex systems rquires significant time and resource commitments by the agency to ensure the accurate accounting of the money. This amendment would restore support for the regulation of charitable gaming and be used to restore auditor, licensing technician, and field inspector/investigator positions.)
