Page 76, at the end of line 36, insert:

"Provided however, if House Bill 1092 is adopted by the 2016 Session of the General Assembly, revenues generated to regulate charitable gaming under the provisions of such act shall henceforth be considered dedicated nongeneral fund revenues dedicated to the oversight of charitable gaming activities as set forth in that legislation.  The Virginia Department of Agriculture and Consumer Services shall work with the Charitable Gaming Board to ensure the program administration is shifted to the appropriate entity.  The Director, Planning and Budget is authorized to effectuate changes to the appropriations set forth in this item consistent with that Act."

Explanation

(This amendment recognizes the potential shift from general to nongeneral fund status of revenues generated from the regulation of Charitable Gaming and would effectuate the transition from oversight of those activities from VDACS to the newly established Charitable Gaming Board should House Bill 1092 be adopted by the 2016 General Assembly.)
