Explanation

(This amendment provides funding for new positions to support the Veterans Services Foundation and agency development operations, and for agency finance and procurement. Donations to the Veterans Services Foundation in support of the Department's programs and services are rising, and these positions will support donor management and development and agency operations. Additional funding for changes in lease costs following relocation of the Richmond office is also included.)
