Explanation
(This amendment provides a total of $25.0 million from Commonwealth Transportation Funds for the VCSFA to construct a payload processing plant for classified Department of Defense satellite payloads and for classified customers bringing UAS to the new runway and for the construction of a hanger to shelter the UAS and give the user a place to prepare and maintain assets as they are between missions at the site. This payload center would enhance the rocket facilities and dovetails with the UAS and would be beneficial to NASA, the United States Navy and the Spaceport.)
